As a litigation lawyer for several administrative agencies, public institutions, and state-owned enterprises, including the Pingtan Comprehensive Experimental Zone Management Committee, Pingtan Comprehensive Experimental Zone Natural Resources Service Center, Fujian Fuhua Industry and Trade Co., Ltd., and Pingtan Comprehensive Experimental Zone City Development Group Co., Ltd., she has represented various administrative litigation and review cases, including expropriation compensation, administrative penalties, and information disclosure. She also provides litigation legal services for civil and commercial disputes of enterprises and public institutions.

In recent years, Ms. Zhang has represented administrative agencies in resolving a ten-year-long land and sea area compensation dispute with private enterprises, represented public institutions in handling illegal construction disputes supervised by the Ministry of Land and Resources, and recovered an illegal hotel through litigation, avoiding negative social sentiment caused by direct demolition.
