Experience:

With over 30 years of legal practice experience, Mr. Xu is the founder of Topwe Law Firm. Before practicing law, he served as a judge for 8 years. After practicing law, he has long served as a legal advisor for dozens of administrative agencies, including the CPC Fujian Provincial Committee and Fujian Provincial Public Security Department, and is familiar with government legal affairs. Mr. Xu has extensive experience in both litigation and non-litigation aspects of major projects. He led the team in representing Fujian Jinhua Integrated Circuit Co., Ltd.(JHICC) in intellectual property litigation against American semiconductor companies and represented Apple in its intellectual property litigation with Qualcomm. He has led the team in resolving disputes with a total value of over one hundred billion RMB, particularly in resolving investment and administrative disputes with the government. In mergers and acquisitions, Mr. Xu has led major complex projects, including China Resources Power’s acquisition of Fujian Energy Group’s Quanhui Power Plant (6x1 million kW), wind power, port, and seawater desalination projects, and BOT and TOT projects of Lianban, Jinshan, and Fucun sewage treatment plants in Fuzhou. He also provided legal services for the establishment of a 1 billion RMB private equity investment fund and PE fund by Taiwan’s China Development Industrial Bank on the Chinese mainland.

Mr. Xu is also a pioneer in providing legal services for Chinese investment in Indonesia, with Topwe Law Firm’s Indonesian Investment Service Center becoming the first choice for Chinese investors investing in Indonesia.
