Experience:

Since starting her practice, Ms. Liu Chenlu has focused on compliance and administrative legal affairs. She has served as a perennial legal advisor to over ten provincial and municipal agencies, including the Fujian Branch, Hainan Branch, and Tianjin Branch of the State Administration of Foreign Exchange, the Fuzhou Central Sub-branch of the People’s Bank of China, the Fujian Provincial Department of Ocean and Fisheries, the Fujian Forestry Bureau, and Fuzhou Customs. She has extensive practical experience in legal affairs related to foreign exchange management, securities supervision, customs, natural resources, and planning. In recent years, some of the major complex cases handled by Ms. Liu have been listed as typical administrative litigation cases for property rights protection by the Supreme People’s Court, and as one of the eight typical administrative cases for business environment protection by Fujian courts. Ms. Liu has also been entrusted by the Fujian Branch, Tianjin Branch, and Heilongjiang Branch of the State Administration of Foreign Exchange to handle administrative penalty cases related to illegal foreign exchange settlement on behalf of Fujian Province, Tianjin City, and Heilongjiang Province. Additionally, Ms. Liu has been entrusted by the Fujian Regulatory Bureau of the China Securities Regulatory Commission to handle the first insider trading case in Fujian. In legislative work, she has been the main drafter of regulations such as the Measures for the Protection and Management of the Three Lanes and Seven Alleys in Fuzhou (2012), the Regulations on Wetland Protection in Fujian Province (2013), and the Regulations on Smoking Control in Public Places in Fuzhou (2015), and led the drafting of the Measures for the Classification Management of Household Waste in Fuzhou (2018).

Her papers have won awards at the Fuzhou Lawyers Forum, Fujian Lawyers Forum, and East China Lawyers Forum, and have been selected for the Cross-Strait Law Forum and published in core journals such as China Lawyer and Fujian Rule of Law News. She is also passionate about public welfare, participating in education funding for many years, and has participated in the recording of the Lawyers on the Scene program jointly launched by the Fujian Provincial Department of Justice, the Fujian Provincial Lawyers Association, and the Fujian TV News Channel.
